Countries like Guinea Biseau, Chad, Mali, Burkino Fasso, and Niger are the least digitally-developed countries because they were all part of France at one point so they werent granted freedom untill around the 1960's. This would effect the countries because they didnt have the freedom to move on and try things without france giving the ok first. They have all be subject to dictatorship, and millitary ruling. Some have broken away from it but others still carry on. This means if the country is under a e.g. dictatorship the people arnt allowed to express their own views or way of life so they have to do what the leader says, and as you know the internet i a good way to speak out so they would get rid of the internet all together. So this means id they resently have come out of say dictatorship they have to start all new. They also all have very little internet users and hosts. Mail only has 28 internet hosts and 100,000 internet users compaired to its 12 million people living in the country. The big main reason these contries are on the wrong side of the divide is that they havent had the training and facilities to learn how to use thses new pieces of hardware and software so this could be the main reason they are on the wrong side of te divide.
